The Boone County Freedom Rock, located at the corner of W. Third Street and Main Street on the courthouse lawn, was dedicated on Veterans Day to honor and thank those who have served in the military.

The Boone Veterans Council performed a 21-gun salute and project coordinator Fred Greiner spoke about the rock’s journey from idea to reality. 

“We’re glad so many people were able to come out and attend for this dedication. We’re so happy with all the businesses and people who donated and volunteered,” Greiner said.

Attendees gathered around the rock, taking pictures and visiting with friends and relatives — with silent remembrances of the lives lost during wartime.

“This day is set aside to honor all our veterans: the men and women who stepped up, leaving their family and loved ones behind to serve," City Councilmember Greg Piklapp said. "I think that says something about the character of Boone and all of Boone County, we can claim service members from before the Civil War through the War on Terrorism.'"

Seeing the completed project was "very personal and special," Piklapp said. 

"My grandfather has a stone dedicated for his service in the Navy during the Korean War," Piklapp said. 

Locally, the project began in 2014 by Mysty Stumbo to honor her son, Sgt. Daniel Sesker who died in Iraq in 2006.

In the summer of 2015, enough money was collected from various organizations and individuals to have a Freedom Rock painted in Boone County. Additional funds were raised this year to install a handicap-accessible sidewalk, a stairway, flagpoles to honor each branch of the military, pavers and general landscaping.

Sesker’s image is featured on one side of the rock along with Dwight and Mamie Eisenhower on another, as well as the first woman promoted to the rank of command sergeant major in the Iowa Army National Guard: Command Sgt. Maj. Marilyn L. Gabbard of Polk City. She was the first woman in the history of the Iowa National Guard to be killed in combat while a passenger on a UH-60 Black Hawk helicopter when it crashed on Jan. 20, 2007 northeast of Baghdad.

“The Boone Board of Supervisors approved the spot for the Freedom Rock, and the rock was donated by Mike and Jane Madden, who have a quarry outside of Boone,” Greiner said.

Freedom Rocks vary in size and shape, with each one personalized to reflect the military history of the community. Sorenson has now painted Freedom Rocks in 95 of Iowa’s 99 counties.

The Freedom Rock is also surrounded by pavers, which pay tribute to individual veterans.

“We have 80 pavers lined up to be installed next spring,” Greiner said. “Each year we’ll continue to add pavers to honor veterans.”

These commemorative pavers include the person’s name, military ranking, dates of service, names of family members, personal interests and whatever else you would care to have included.  

“Some have quotations, the unit they were in — it just depends. They can be personalized,” he added.

Forms for securing a paver can be found at the on-site visitors’ log, which also serves as a forum for people to register that they’ve visited this Freedom Rock location.

“A lot of troops left Boone on the railroad, which came through here for all the wars. We’ve always tried to salute the veterans here in Boone County, and this is a great way,” Greiner said.

The Boone County Freedom Rock Fund is a special project fund of the Boone City Parks Foundation, a 501(c)(3) nonprofit organization. 

People can still buy these pavers and have them engraved. A 16-inch by 8-inch paver costs $125; a 16-inch by 16-inch one costs $225; a 24-inch by 16-inch type costs $300.

Boone County's COVID-19 health order, mask mandate to expire Wednesday without renewal


Columbia/Boone County Public Health and Human Services will allow its current health order to expire at 11:59 a.m. Wednesday without renewal.

Director Stephanie Browning made the announcement shortly before noon Tuesday.

The county-wide mask mandate will expire along with the order.

Mayor Brian Treece and Browning voiced optimism last week that if the trends in coronavirus cases and virus-related hospitalizations remained on the same track, the community would no longer need a health order.

Cases remained low — the county’s five-day rolling average was eight on Monday — and the department reported just 52 active cases within the county.

There were 18 virus-related hospitalizations Monday, only three being county residents.

Businesses are no longer mandated to enforce masks and social distancing, but masks are still required in city and county government buildings as well as public transportation.

Browning strongly recommends that residents continue COVID-19 mitigation efforts. She encouraged individuals, families and businesses to keep following guidance from the Centers for Disease Control and Prevention related to masks — particularly indoors — as well as social distancing and avoiding large crowds.

"Some local businesses may continue to require masks and social distancing in their establishments and we will support them in those decisions,” Browning said. “We ask that members of our community respect the decisions of those business owners. Just because the health orders are expiring, that doesn’t mean the pandemic is over. We will continue to closely monitor the data of positive cases, hospitalizations and deaths.” 

The health department will continue to conduct contact tracing and disease investigations for confirmed cases.

Low COVID-19 cases and hospitalizations coupled with high vaccination rates helped move the county in a position to let the health order expire. Boone County leads the state in initial and complete vaccinations. As of Monday, 81,314 residents (45.1%) have received their first dose and 69,043 (38.3%) have completed their vaccinations.

The health department administered over 180 vaccinations combined at its four community clinics last week, including 77 in Hallsville.

Vaccine eligibility for younger teens a 'boost' inColumbia

The potential for more individuals in Boone County to get vaccinated increased Monday after the Food and Drug Administration authorized the use of the Pfizer vaccine for individuals ages 12 to 15.

"This will allow us to approach herd immunity and that will definitely boost the numbers of protected people so we can decrease the transmission in our community," said Dr. Laura Morris, MU Health Care family medicine physician and vaccine co-chair. "We know that without being able to vaccinate teens or younger children, we're not going to really be able to approach those herd immunity thresholds." 

MU Health is preparing to host a vaccination event from 4 to 8 p.m. May 20 at Faurot Field that will be aimed toward teenagers after school, Morris said. It will be imperative to partner with school districts to get this age group vaccinated, she added.

Boone Health is hosting a vaccination clinic for anyone 12 or older at the Columbia Mall on Thursday and Saturday. Individuals may sign up for an appointment at www.boone.health/covidappointment/. Anyone under the age of 18 must be accompanied by a parent or legal guardian.

"We're at a crossroads here where being protected and being vaccinated really does make some things less risky and it will potentially influence the downstream effects of loosening mask ordinances and other types of public health protections," Morris said about the impact of teens receiving vaccinations. "I think that we have gotten a good number of people to begin vaccinations, but we are really not there yet to say that there's not going to be any risk moving forward."

Schmitt lawsuit challenges St. Louis Co. restrictions

Republican Missouri Attorney General Eric Schmitt on Tuesday filed a lawsuit challenging St. Louis County’s COVID-19 restrictions, citing concerns about their impact on religion, education and the freedom of residents.

The lawsuit filed in St. Louis County Circuit Court names Democratic County Executive Sam Page, the county’s health department and its director, Dr. Faisal Khan. It seeks an injunction to end the restrictions.

“From requiring a mask outdoors to subjecting citizens to government pre-approval for private events, enough is enough,” Schmitt said in a news release. “The seemingly unending control over people’s lives must end. Vaccines are widely available to all adults – it’s past time for St. Louis County to lift these restrictions, and that’s why I filed suit today.”

Page's spokesman, Doug Moore, said litigation related to public health orders is common across the country “and St. Louis County has been successful in defending every legal challenge around public health orders. Our legal foundation is sound.”

The lawsuit is the latest of several filed by Schmitt, who announced in March that he will seek the GOP nomination for U.S. Senate in 2022. His announcement came weeks after incumbent Republican Sen. Roy Blunt announced he would not seek reelection.

In April 2020, Schmitt filed suit against the Chinese government over the coronavirus, alleging that the nation’s officials are to blame for the pandemic. In December, he joined multi-state lawsuits against Google and Facebook. And also in December, he was among several GOP attorneys general who joined Texas’ lawsuit that sought to overturn former President Donald Trump’s November election loss.

“We all know Mr. Schmitt is trying to increase his profile statewide and suing those protecting the health and safety of residents is apparently one of the ways he has chosen to do that. Our focus is on getting people vaccinated and on economic recovery,” Moore said.

Schmitt’s spokesman, Chris Nuelle, denied any political motive in the lawsuits.

“The Attorney General’s Office serves all 6 million Missourians and is tasked with protecting the rights and liberties of those 6 million Missourians — when we find that Missourians’ personal freedoms and liberties are being trampled, we will seek information and take action,” Nuelle said in an email. “He (Schmitt) is doing his job.”

Republican Gov. Mike Parson allowed businesses in Missouri to reopen in May 2020, just months into the coronavirus pandemic. St. Louis County, St. Louis city and several other jurisdictions enforced more stringent regulations, including restrictions on indoor dining, mask mandates and limits on gatherings. Nuelle said an analysis of shutdown orders across Missouri showed St. Louis County’s “was far and away the most stringent.”

Schmitt wrote to Khan on April 20 and asked him to explain the county’s continued restrictions. Schmitt called the county’s response “vague and unresponsive.”

Earlier this month, St. Louis city and county both announced easing of some restrictions, including elimination of limits on the number of people allowed in restaurants and an end to an outdoor masking requirement. Schmitt’s lawsuit said it wasn’t enough.

“Instead of providing meaningful relief for St. Louis County residents, the new Order replaces prior restrictions with vague, confusing, and self-contradictory directives that continue to impose unjustified burdens on religious, economic, and personal freedom,” the lawsuit states.

Following is a list of exemptions which effectively reduce the tax burden for qualifying homeowners.  For more information or to apply for any of these exemptions, contact the Boone County Assessment Office at 815-544-2958.

General Homestead Exemption (GHE)

Sometimes referred to as the owner-occupied exemption, this annual exemption is available for residential property that is occupied as the principal dwelling place of the owner, or a lessee with a legal or equitable interest in the property with a single-family residence, who is liable for the payment of the property taxes on the leased property. The amount of this exemption is $6,000.  The General Homestead Exemption requires an initial application to be filed with the Boone County Assessment Office. For more information, contact the Boone County Assessment Office.

Senior Citizens Homestead Exemption

This annual exemption is available for residential property that is occupied as the principal residence of a person, who is 65 years of age or older during the assessment year. The person must be the owner or a lessee with an ownership interest in the property with a single-family residence, who is be liable for the payment of the property taxes. The amount of this exemption is $5,000.  To apply for this exemption, contact the Boone County Assessment Office.

Senior Citizens Assessment Freeze Homestead Exemption (SCAFHE)

This exemption allows senior citizens who have a total household maximum income of less than $65,000, and meet certain other qualifications to elect to maintain the equalized assessed value (EAV) of their homes at the base year EAV and prevent any increase in that value due to inflation. The amount of the exemption benefit is determined each year based on (1) the property’s current EAV minus the frozen base year value (the property’s prior year’s EAV for which the applicant first qualifies for the exemption), and (2) the applicant’s total household maximum income limitation. Each year applicants must file Form PTAX-340, Senior Citizens Assessment Freeze Homestead Exemption Application and Affidavit, with the Boone County Assessment Office.

Disabled Persons’ Homestead Exemption

Public Act 95-644 that passed into law in 2007 created a new homestead exemption for disabled persons.  This exemption is an annual $2,000 reduction in EAV of the primary residence that is owned and occupied by a disabled person who is liable for the payment of property taxes.  Initial application Form PTAX‑343 Application for Disabled Persons’ Homestead Exemption along with the required proof of disability must be filed with the Boone County Assessment Office.  The exemption, must be renewed each year by filing the Form PTAX-343-R, Annual Verification of Eligibility for Disabled Persons’ Homestead Exemption, with the Boone County Assessment Office.  For a single tax year, the property cannot receive this exemption and the Disabled Veterans’ Homestead Exemption or Disabled Veterans’ Standard Homestead Exemption.

Disabled Veterans’ Homestead Exemption

This exemption may be up to $70,000 of the assessed value for certain types of housing owned and used by a disabled veteran or his or her unmarried surviving spouse. The Illinois Department of Veterans’ Affairs determines the eligibility for this exemption, which must be reestablished annually. This exemption is also available on a mobile home owned and used exclusively by a disabled veteran or their spouse.  For a single tax year, the property cannot receive this exemption and the Disabled Persons’ Boone county courthouse iowa Exemption or Disabled Veterans’ Standard Homestead Exemption.

Disabled Veterans’ Standard Homestead Exemption

Public Act 95-644 that passed into law in 2007 created a new homestead exemption for disabled veterans.  This exemption is an annual reduction in EAV on the primary residence occupied by a qualified disabled veteran.  The disabled veteran must own or lease a single family residence and be liable for the payment of property taxes.  The amount of the exemption depends on the percentage of the service-connected disability as certified by the U. S. Dept. of Veterans’ Affairs.  A disabled veteran with a disability of at least 50%, but less than 75% will receive a $2,500 reduction in EAV.  A disabled veteran with a disability of at least 75% will receive a $5,000 reduction in EAV.  Initial application Form PTAX-342 Application for Disabled Veterans’ Standard Homestead Exemption must be filed with the chief county assessment office.  The Form PTAX-342-R, Annual Verification of Eligibility for Disabled Veterans’ Standard Homestead Exemption must be filed each year to continue to receive the exemption.  For a single tax year, the property cannot receive this exemption and the Disabled Persons’ Homestead Exemption or Disabled Veterans’ Homestead Exemption. Homestead Improvement Exemption

This exemption is limited to the fair cash value that was added to the homestead property by a new improvement, or the difference in an increase in assessed value between the prior structure and a rebuilt residential structure following a catastrophic event, up to an annual maximum of $75,000. The exemption continues for four years from the date the improvement is completed and occupied. Contact the Boone County Assessment Office for more information.

Returning Veterans’ Homestead Exemption

Public Act 95-644 that passed into law in 2007 created a new homestead exemption for returning veterans beginning with the 2007 tax year (property taxes paid in 2008). This exemption is a one-time $5,000 reduction in EAV on the principal residence of a veteran upon returning from active duty in an armed conflict involving the armed forces of the United States.  Although the exemption is only for a single year, a qualifying veteran can receive the exemption for another tax year in which he or she returns from active duty.  Applicants must file Form PTAX‑341, Application for Returning Veterans’ Homestead Exemption, with the Boone County Assessment Office.

Senior Citizens Real Estate Tax Deferral Program

This program allows persons 65 years of age and older, who have a total household income of less than $50,000 and meet certain other qualifications, to defer all or part of the real estate taxes and special assessments on their principal residences. The deferral is similar to a loan against the property’s market value. A lien is filed on the property in order to ensure repayment of the deferral. The state pays the property taxes and then recovers the money, plus 6 percent annual interest, when the property is sold or transferred. The deferral must be repaid within one year of the taxpayer’s death or 90 days after the property ceases to qualify for this program. The maximum amount that can be deferred, including interest and lien fees, is 80 percent of the taxpayer’s equity interest in the property. To apply for real estate tax deferrals, Forms PTAX-1017-TD, Application for Deferral of Real Estate Taxes, and PTAX-1018-TD, Real Estate Tax Deferral and Recovery Agreement, must be completed. Contact the Boone County Treasurers Office to receive the necessary forms, or further information on the program.

The Boone County Freedom Rock, located at the corner of W. Third Street and Main Street on the courthouse lawn, was boone county courthouse iowa on Veterans Day to honor and thank those who have served in the military.

The Boone Veterans Council performed a 21-gun salute and project coordinator Fred Greiner spoke about the rock’s journey from idea to reality. 

“We’re glad so many people were able to come out and attend for this dedication. We’re so happy with all the businesses and people who donated and volunteered,” Greiner said.

Attendees gathered around the rock, taking pictures and visiting with friends and relatives — with silent remembrances of the lives lost during wartime.

“This day is set aside to honor all our veterans: the men and women who stepped up, leaving their family and loved ones behind to serve," City Councilmember Greg Piklapp said. "I think that says something about the character of Boone and all of Boone County, we can claim service members from before the Civil War through the War on Terrorism.'"

Seeing the completed project was "very personal and special," Piklapp said. 

"My grandfather has a stone dedicated for his service in the Navy during the Korean War," Piklapp said. 

Locally, the project began in 2014 by Mysty Stumbo to honor boone county courthouse iowa son, Sgt. Daniel Sesker who died in Iraq in 2006.

In the summer of 2015, enough money was collected from various organizations and individuals to have a Freedom Rock painted in Boone County. Additional funds were raised this year to install a handicap-accessible sidewalk, a stairway, flagpoles to honor each branch of the military, pavers and general landscaping.

Sesker’s image is featured on one side of the rock along with Dwight and Mamie Eisenhower on another, as well as the first woman promoted to the rank of command sergeant major in the Iowa Army National Guard: Command Sgt. Maj. Marilyn L. Gabbard of Polk City. She was the first woman in the history of the Iowa National Guard to be killed in combat while a passenger on a UH-60 Black Hawk helicopter when it crashed on Jan. 20, 2007 northeast of Baghdad.

“The Boone Board of Supervisors approved the spot for the Freedom Rock, and the rock was donated by Mike and Jane Madden, who have a quarry outside of Boone,” Greiner said.

Freedom Rocks vary in size and shape, with each one personalized to reflect the military history of the community. Sorenson has now painted Freedom Rocks in 95 of Iowa’s 99 counties.

The Freedom Rock is also surrounded by pavers, which pay tribute to individual veterans.

“We have 80 pavers lined up to be installed next spring,” Greiner said. “Each year we’ll continue to add pavers to honor veterans.”

These commemorative pavers include the person’s name, military ranking, dates of service, names of family members, personal interests and whatever else you would care to have included.  

“Some have quotations, the unit they were in — it just depends. They can be personalized,” he added.

Forms for securing a paver can be found at the on-site visitors’ log, which also serves boone county courthouse iowa a forum for people to register that they’ve visited this Freedom Rock location.

“A lot of troops left Boone on the railroad, which came through here for all the wars. We’ve always tried to salute the veterans here in Boone County, and this is a great way,” Greiner said.

The Boone County Freedom Rock Fund is a special project fund of the Boone City Parks Foundation, a 501(c)(3) nonprofit organization. 

People can still buy these pavers and have them engraved. A 16-inch by 8-inch paver costs $125; a 16-inch by 16-inch one costs $225; a 24-inch by 16-inch type costs $300.
