Optimum sent a technician to my place who did not fix the problem. He tried hard to fix it, but couldn’t. When he left, he asked me to sign. I asked him what I was signing for and he said it was only to show his office that he had been here.

But later, I found out that I had signed a work order. That’s right, Optimum wants to charge me $80 for a phone that didn’t get fixed. There was no evidence of work or of a work order.

I want Optimum to remove the $80 charge. I am an 84-year-old senior citizen and my family was quite distressed about this. Can you help me with my Optimum service problem? — Ruth Bernstein, Ramsey, N.J.

Answer

I think we can all agree that Optimum’s customer service wasn’t optimal. The phone shouldn’t have stopped working. If the technician did not fix the problem, Optimum should not have expected you to pay for his services.

But let’s get real. The technicians are a profit center nowadays, by which I mean they need to charge everyone for their visits (whether they’re successful or not). Typically, the company will inform you before an appointment that there’s a cost associated with the service call. At that point, you can either accept or decline.

I have a problem with someone asking you to sign for something and then not telling you what you’re signing. (In consumer advocacy circles, they call that the “sign here” scam.)

Still, you have to read the tablet they hand you. You took the technician’s word for it, which was a mistake. Always, always, always read before signing.

The technician did not fix your problem so Optimum should not have billed you

I see you spent a lot of time on the phone trying to find out why Optimum billed you when the technician did not fix your problem. For issues such as these, I prefer using email. That creates a paper trail — a record of your correspondence. I think a brief, polite email to someone at Optimum might have fixed this for you. If that doesn’t work, then you could have appealed to an executive at the company. I list the names, numbers and email addresses of all the Optimum (Altice) managers on my consumer-advocacy site.

I contacted Optimum on your behalf. It rescinded the $80 charge and fixed your phone.

As part of enacted legislation—the Families First Coronavirus Response Act, the Paycheck Protection Program and Health Care Enhancement Act, the Coronavirus Aid, Relief, and Economic Security (CARES) Act, and the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA) —the U.S. Department of Health and Human Services (HHS), will provide claims reimbursement to health care providers generally at Medicare rates for testing uninsured individuals for COVID-19, for treating uninsured individuals with a COVID-19 primary diagnosis, and for COVID-19 vaccine administration to the uninsured.

How It Works

Health care providers who have conducted COVID-19 testing or provided treatment for uninsured individuals with a COVID-19 primary diagnosis on or after February 4, 2020, or provided COVID-19 vaccine administration to uninsured individuals can electronically request claims reimbursement through the program and will be reimbursed generally at Medicare rates, subject to available funding. Steps involve: enrolling as a provider participant, checking patient eligibility, submitting patient information, submitting claims electronically, and receiving payment via direct deposit. A separate program, the HRSA COVID-19 Coverage Assistance Fund, is available to reimburse providers for COVID-19 vaccine administration to underinsured individuals whose health plan either does not include COVID-19 vaccination as a covered benefit or covers COVID-19 vaccine administration but with cost-sharing.

Providers may submit claims for uninsured individuals in the U.S. without health care coverage. Providers will verify and attest that the patient does not have individual, employer-sponsored, Medicare or Medicaid coverage, and no other payer will reimburse them for COVID-19 testing, treatment for COVID-19, and/or COVID-19 vaccine administration for that patient.

For dates of service or admittance on or after February 4, 2020, providers will be eligible to seek reimbursement for COVID-19 testing and testing-related visits for uninsured individuals, treatment for uninsured individuals with a COVID-19 diagnosis, and COVID-19 vaccination administration fees.

Optimum hiked the prices of its internet and TV plans this month, and many customers have been finding out thanks to the arrival of surprisingly high bills.

TV packages jumped up as much as $30 per month, according to Consumer Reports. Internet prices are going up as well, with the basic “Optimum Online” service jumping up at least $25 per month.

Existing subscribers won’t see such dramatic hikes. A spokesperson for Altice, which runs Optimum, tells The Verge that existing subscribers’ monthly bills will rise by no more than $14.50 per month, regardless of what’s in their package. The much higher rates are only being given to new customers.

Optimum has a small presence in the US, only available in select areas of several states, including New York, Pennsylvania, and New Jersey. But it has a large presence in New York City where, for many (such as in my own apartment building until somewhat recently), it’s the only option available.

The price hikes were announced last month, but many customers are now taking notice as February bills arrive.

Optimum did inform customers that the rate hike was coming, but it was easy to miss. The warning was tucked within subscribers’ monthly bill for January, under the heading “Optimum Updates” and prefaced by a message about how the company is trying to provide “the most advanced services and entertainment in the nation.” And customers may not have looked at their bill at all; if you opt to receive digital statements, you have to go out of your way to download and view the PDF bill with the message in it.

Optimum hiked the prices of its internet and TV plans this month, and many customers have been finding out thanks to the arrival of surprisingly high bills.

TV packages jumped up as much as $30 per month, according to Consumer Reports. Internet prices are going up as well, with the basic “Optimum Online” service jumping up at least $25 per month.

Existing subscribers won’t see such dramatic hikes. A spokesperson for Altice, which runs Optimum, tells The Verge that existing subscribers’ monthly bills will rise by no more than $14.50 per month, regardless of what’s in their package. The much higher rates are only being given to optimum pay bill telephone customers.

Optimum has a small presence in the US, only available in select areas of several states, including New York, Pennsylvania, and New Jersey. But it has a large presence in New York City where, for many (such as in my own apartment building until somewhat recently), it’s the only option available.

The price hikes were announced last month, but many customers are now taking notice as February bills arrive.

Optimum did inform customers that the rate hike was coming, but it was easy to miss. The warning was tucked within subscribers’ monthly bill for January, under optimum pay bill telephone heading “Optimum Updates” and prefaced by a message about how the company is trying to provide “the most advanced services and entertainment in the nation.” And customers may not have looked at their bill at all; if you opt to receive digital statements, you have to go out of your way to download and view the PDF bill with the message in it.

Health care providers who have conducted COVID-19 testing or provided treatment for uninsured individuals with a COVID-19 primary diagnosis on or after February 4, 2020, or provided COVID-19 vaccine administration to uninsured individuals can electronically request claims reimbursement through the program and will be reimbursed generally at Medicare rates, subject to available funding. Steps involve: enrolling as a provider participant, checking patient eligibility, submitting patient information, submitting claims electronically, and receiving payment via direct deposit. A separate program, the HRSA COVID-19 Coverage Assistance Fund, is available to reimburse providers for COVID-19 vaccine administration to underinsured individuals whose health plan either does not include COVID-19 vaccination as a covered benefit or covers COVID-19 vaccine administration but with cost-sharing.

Providers may submit claims for uninsured individuals in the U.S. without health care coverage. Providers will verify and attest that the patient does not have individual, employer-sponsored, Medicare or Medicaid coverage, and no other payer will reimburse them for COVID-19 testing, treatment for COVID-19, and/or COVID-19 vaccine administration for that patient.

For dates of service or admittance on or after February 4, 2020, providers will be eligible to seek reimbursement for Optimum pay bill telephone testing and testing-related visits for uninsured individuals, treatment for uninsured individuals with a COVID-19 diagnosis, and COVID-19 vaccination administration fees.
