Food Safety Program: Mobile Food Facilities

Environmental Health

The Environmental Health Branch (EHB) issues permits to mobile food vendors to lower the risk of food-borne illness. Look for the current year decal to know your mobile vendor has a food permit.

Mobile Food Facilities (MFFs) may operate their business on private property (i.e. private parking lot, BART, etc.) or in a public right-of-way (i.e. sidewalk, street, or alley). Mobile food facilities are classified into one of five categories (pdf). All mobile food facilities must obtain approval from EHB before operating.

 

Obtaining a Permit

Before you begin the application process, review the mobile food facility flowchart (pdf). This chart outlines the permitting requirements based on the intended operating location of your MFF. Refer to the Fee Schedule in the Helpful Links for information on application and plan check fees. Send all application forms and documents to:

Mobile Food Facilities on Private Property

To obtain a permit to operate on private property, you must first obtain approval from the Planning Department for each location. Planning Department approval is requested through Temporary Use Authorization Form. Following approval from the Planning Department, operators must apply for a Permit to Operate from the Environmental Health Branch
(EHB).


To apply for a Health Permit to Operate, provide the following completed forms to EHB along with all applicable application fees. For detailed instructions on completing the forms, see Permit Processes in the Helpful Links section. Once permitted by the Enviromental Health Branch (EHB), owners must notify EHB of added locations or changes in operating locations. An approvedTemporary Use Authorization Form must be provided for each private propery location, with some exceptions.

  1. Plan Check Application Form (pdf) - Submit the following items with the form:
    1. A list of all foods to be served with information on how, when and where each food item is prepared and cooked.
    2. Two copies of the schematic design.
    3. Plan check fee in the form of a check or money order made payable to the San Francisco Department of Public Health.
  2. Private Property Health Permit Application Packet (pdf)- Includes the Health Permit Application Form, Fire Marshal Referral Form, Food trucks san francisco Law Checklist for San Francisco Business Owners, Declaration of Healthy and Safe Working Conditions agreement, and Workers Compensation Declaration Form.
  3. Verification Forms (pdf) - Must complete the Commissary Verification, Restroom Verification and Private Property Owner Verification forms.

An approved application shall include San Francisco Fire Department clearance, a completed plan check and final inspection. At this stage, you must go to the City Tax Collector's Office to pay a pro-rated annual license fee. Upon proof of payment, you will receive the Health Permit to Operate and the yearly decal sticker.

 
Mobile Food Facilities on Public Right-of-Way

If approved, MFFs operating on public property will receive a Certificate of Sanitation from the Environmental Health Branch (EHB). Owners must first apply for a route/operating site with the Department of Public Works (DPW). Once a route is applied for, food trucks san francisco the plan check approval process with EHB. Once your application materials have been received, reviewed and approved, you will need to make an appointment for a final inspection. The Department of Public Works will be notified that the MFF is approved and in compliance with the requirements. At this stage, you must go to the City Tax Collector's Office to pay a pro-rated annual license fee. Upon proof of payment, the operator will receive the SFDPH Certificate of Sanitation and the yearly decal. Related Agencies

Department of Public Works - Mobile food facilities operating on public right-of-ways are required to complete an application with the Department of Public Works before completing the plan check approval process with the Department of Public Health.

Planning Department - Mobile food facilities operating on private property are required to complete a Preliminary Zoning Screening Form. Once approved, an applicant must also complete the Temporary Use Application form. Once the Temporary Use Application form is approved, applicants can proceed with the application process with the Department of Public Health.

California Department of Housing and Community Development (HCD) - This Department uses the term “Special Purpose Commercial Coach” for occupied mobile food facilities.  If you are operating an occupied mobile food facility, the unit must be certification by the California Department of Housing and Community Development. SF’s Off the Grid food truck festival refocuses on emergency response and services

Off the Grid is a mainstay of the San Francisco culinary scene. The event company, founded by Matt Cohen in 2010, created neighborhood pop-up festivals centered around entrepreneurial food trucks. It was part of the vanguard in the food truck movement, designed to open a path to restaurants for a new generation of ambitious and diverse chefs with inventive ideas around food and the people who enjoy it.

Over the years, the festivals grew to extreme popularity (I remember more than once trying to go and realizing that others have way more patience to wait in line than I do), and Off the Grid itself increasingly expanded into catering for events. “[I] built my career on the idea that food is a source of comfort at all different times,” Cohen said.

Well, we do live in different times, don’t we?

The first inklings of a change for the company started back in 2017, when wildfires like those in Sonoma and Napa swept across California. Frontline firefighters, operating at times in remote areas of the state, were often forced to eat what the military dubs MREs, or Meals Ready-to-Eat.

Cohen and his team saw an opportunity. “For a long time in emergency response, people thought about food as calories, not necessarily about allowing local food businesses to sustain themselves,” he said. He noted that MREs are almost universally bland, and that the meals are typically ordered in bulk from outside the state. Could Off the Grid connect the dots by having local restauranteurs cook meals while Off the Grid supplied the logistics to get them to the frontlines?

Those 2017 fires were the first time the company forayed into helping first responders and victims, and Off the Grid along with its restauranteurs supplied an estimated 20,000 people with meals that year. “[We] got an understanding of food trucks san francisco market landscape in emergency response,” he said.

Those first trials were accelerated dramatically in 2020 as the COVID-19 pandemic swept across California and the rest of the world. Suddenly, delivered meals were the only means for restaurants to connect to their communities, and the frontlines were no longer in the foothills where the fires were, but everywhere all the time.

Off the Grid doubled down on its pivot, seeing an opportunity to provide solace to people at a time of terrible tragedy. “People don’t think of food being delivered during emergencies as delicious, [since] the reality is that people are happy to just have anything to eat,” Cohen said. “But then, delicious food can be a real comfort when the rest of their lives are disrupted.” Over the course of the pandemic, Off the Grid facilitated the delivery of 1.3 million meals with a “rotating list of options, so people can constantly be delighted,” targeting customers ranging from temporary shelters to immunocompromised consumers residing at home.

In addition to giving customers delectable options, the model also helped sustain the local food scene that Off the Grid had spent years growing through its programs. Cohen said the company sees these links as a key tool for building resilient communities, particularly as climate change continues to ravage California and much of the rest of the world.

Last year’s punctuated growth forced the startup to scale up quickly. Food safety and health regulations vary from county to county, which meant that as it delivered meals throughout the greater Bay Area and the rest of California, Off the Grid had to develop scalable processes to handle the paperwork and logistics. That technology is now forming the basis for the next phase of its business as Off the Grid enters its second decade in operation.

“[There are a lot of] unique aspects of food service, in particular licensing and permitting and insurance, and the less sexy things that allow us to operate,” Cohen said. With those logistics increasingly systematized, 2021 is going to be an even more ambitious year ameri lchinose the company.

“We actually have been working with the state and the Red Cross to identify 39 counties in the state of California that are at relatively high risk for fire danger, and on-board 200 restaurants … so that in the event there is a fire, we can access them and activate them,” he said. Today, roughly half the company is focused on its emergency response programs.

That doesn’t mean its food festivals will go away. It has reopened its smaller venues in places like Levi’s Plaza near SF’s Coit Discover card customer care number in North Beach, and it intends to restart its larger festivals as safety guidelines allow. But emergency response is a new, enduring mission for this mission-oriented company. “We’re definitely going to continue to do this as long as merrimack county savings bank jobs is a need,” Cohen said.

SF's Off the Grid forced to cut 256 employees when Google ends catering contract

"Unfortunately, Google ended our contract in mid-February, which was certainly disappointing as we’ve been incredibly proud of the work we’ve done supporting their community and our working relationship," Off the Grid's founder and CEO Matt Cohen said in a statement. Employees were notified about the layoffs on Feb. 19 and they went into effect on April 23, according to the company's filing with the state. 

The Business Times reported that Google hired the Palo Alto-based Bon Appétit Management Co. to replace Off the Grid.

Off the Grid was launched in June 2010 with the idea of getting a group of food trucks together to offer a fun dining experience with a variety of choices. 

While Off the Grid's flagship food truck event at Fort Mason is closed due to the pandemic, the company is providing concessions for select Fort Mason FLIX showings, featuring drive-in movies. 

Off the Grid markets that are open include Alameda (Saturdays), Serramonte (Tuesdays) and the San Francisco International Airport (Monday-Friday). You can find the full schedule here.

SAN FRANCISCO (CBS SF) — A dog food company hopes to capitalize on the popularity of food trucks with a marketing campaign that will use a ‘Treat Truck’ to bring doggie treats to hungry four-legged customers in San Francisco.

Milo’s Kitchen, a division of San Francisco-based Big Heart Pet Brands (formerly Del Monte Foods’ Pet Products), is launching a nationwide dog food truck tour beginning Friday in San Francisco.

The treat truck will be giving out free samples of Milo’s Kitchen doggie treats such as chicken meatballs, burger bites and chicken jerky strips.

The truck, which will be stationed at the Marina Green Friday from 5:00 to 8:00 p.m., will also offer a fenced-off “Lapdog Lounge” and photo booth for doggie portraits.

In 2013, Milo’s Kitchen voluntarily recalled some of its doggie treats amid a wide-ranging Food and Drug Administration probe into the pet food industry’s manufacturing standards.

The FDA has yet to figure out why jerky treats for dogs made in China have sickened hundreds of dogs. Cases of dogs dying or needing to be euthanized because of the treats prompted a handful of class-action lawsuits against Milo’s Kitchen and Nestle Purina Petcare.
